Do I need to send passport photos to the NVC or just have my dad bring them to the embassy? Can I send the packet with my AOS and all his documents before paying the application fee as waiting for DS261 to be processed/

It would help if you fill in your timeline and details so that VJ members can see what visa you are applying for and what stage you are at. You will much more likely get a response if people know more about your case to be able to advise you on it.

I thought it was pretty clear. I am bringing my father, hence an I-130, it has cleared CSC and now at NVC. I just filled out DS261, although that is locked, so will call next week for review.

Just received list in mail of items to send, passport photo is mentioned, is that something I mail or does my dad take it to the embassy. Also, is it ok to mail package before paying application fees and filling in DS 260

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

It's not clear at all going by your first post in this thread. There are many different types of visas that people on VJ apply for, and you also posted in the UK specific sub forum. Many of the same forms are used for different types of visas also, so just mentioning form numbers isn't enough. As mentioned, the more details you give regarding a specific case, the more likely someone will be able to offer help. Same thing again with filling out your timeline.

Yes, you will need to submit 2 passport sized photos to NVC. Yes, you can submit the package after you pay the AOS fee and complete the DS261.

Yes, send passport sized photo. Basically send all documents NVC mentioned in the email. When your dad will get interview letter, the letter will also give a list of docs to take during interview. Your dad also have to follow that list.

I suggest first Pay DS260 payment (IV payment), when it will show paid, then print out the DS260 Coversheet from NVC portal then you should send all civil docs to NVC with the coversheet. When you pay your IV fee and its status will be PAID, DS260 will activated, then fill and submit DS260.
