I have a horse in this race. Hidden deep within the act is a provision for the Army to sell its stockpile of 100,000 1911A1s to the CMP.

Would very much like a WW2 1911 and I would expect that the CMP will sell for 800 or less. Most sell for double that or greater on the private market.

Civilian Marksmanship Program. Originally it was a direct government program tied to the army. It was then spun off I think in the 80s or 90s.

They ship to every state. They have two physical stores - one in Alabama and Ohio. Someone can correct me if I'm wrong, but I don't think the law regarding out of state purchases applies to the CMP.
