Since you posted in the CR/IR-1 category, I'm gonna assume both the past and present visa sponsorship is for a spouse?!

I would expect some extra scrutiny the second time around but nothing that says you can't fall in love with another person from abroad. :)

Some things for you to consider for this visa process; How long after your ex received his/her US citizenship did you get divorced? How long have you been in your current relationship? How long time elapsed between those two relationships?

Sorry i need to clarify :D ok first i just want to throw out there that i heard you can only sponsor 1 person every 10 years. I'm not sure where i heard it from, it could be just nonsense that has been passed around.

Ok so to clairy here is what i mean. A person has sponsored His friend 6 years ago, the person that he has sponsored has received his citizenship about a year and a half ago. The person he sponsored is is still happily married. :)

Now I would like that same sponosor who sponsoerd his friend to sponsor my husband since i dont qualify to be my husbands sponsor. Do you think its possible? and do you beleive that the 10 year period that must past is a law or just a rumor.

Edit* I just gotten word from sponsor that he also sponsored his own wife 15 years ago, not sure if this changes anything.

There's no such rule. I know people who have been joint sponsors( that's what they are not sponsor. The petitioner is always the sponsor) for 5 people. It's about meeting the poverty guidelines. And its really a none issue for your friend who he sponsored is a citizen so he doesn't have to count that person in his household size. 10 year rule yes is not true.
