Petition for Sister who is already in the US

Timeline

Once I become a US Citizen, I wish to petition for my sister. She is already in the US studying, and plans to remain in the US under her current F1 for two years until she finishes her Masters. When she leaves the US, she'd like to come back and visit as a tourist. Can she apply for a tourist visa? and even more, if she wants to come study again for a few years while her 14-year petition process is waiting, can she apply for another student noninmigrant visa?

TL,DR: Can petitioned sibling beneficiaries apply for nonimigrant visas while waiting?

Yes she can apply for non immigrant visas, it is only more difficult to obtain one when you file I-130 for her. In my opinion, it is not practical waiting 12 13 years on f1 visa though.

You can be her matchmaker, it is more practical I guess.
