Both if you can. The birth certificate is a proof of the petitioner's citizenship.

The US Citizen petitioner's citizenship is not in question once the petition is approved but either their birth, certificate, certificate of birth abroad or their passport would have been included and reviewed in the I-130 process.

The visa applicant's birth certificate is what's required, in your case, the NSO one. When you said police reports, (plural) I wondered if you lived in another country besides the Philippines after turning 16. If so, you would have a police report from another country and the police report from the P.I. is called an NBI clearance. Same thing, different name, specific to the P.I.

Facts are cheap...knowing how to use them is precious...
