OF 230 & Custody papers

Timeline

We thought that there will be no problem but NVC sent us letter stating about my son's custody paper and OF 230( which i dont know). My son is 17 yrs old and my husband is his stepfather and the court decision is that i'm the sole custody. the only reason i left him behind is to finish his high school. When i called NVC, they need consent from the court that he will be allowed to travel in the US. Any advise will be appreciated.
