Dealing with the DMV - Limited service branch?

We have had all the paperwork from visit one, but even after several visits to the DMV, they still refuse to allow my husband to apply for a driver's license.

We have the EAD, unexpired visa, utility bill, bank statement, SS card and more documents; all that are listed on the state website, but they still refuse to let him take the test. They said (eventually) that they are not a full service branch, and I would need a special request from the state to proceed.

I have to figure out what they mean by "special request from the state", but in the meantime, has anyone else been running into this? It is hard to get the DMV with out work hours, and it's frustrating to see such a waste of time. Is it time for me to request to speak to supervisors? Has anyone else had experience with a limited service branch?

Which DMV are you visiting?

You can go to the DMV in midtown down the block from madison square garden that is a full service and has extended hours on thursdays

If your in the Bronx go to the DMV up on Fordham, If in Brooklyn go to the one at the Atlantic Center Mall by the Barclays Center.

We used the one in by MSG with no problems

Same happened to me. DMV in my state requires verification from USCIS ( if I'm not mistaken it's a SAVE letter ). Took me a month to get my learner's permit .well most were DMVs fault, when I first went to apply and learnt they told me to wait for the letter in 3-5 days then I can proceed to apply. There was no verification letter from USCIS came but instead my EAD card which I brought back hoping it'll be accepted unfortunately it wasn't not they needed so I was told again to wait for another 5-10 days. Sad to say again that those at the DMV didn't know exactly how that verification letter goes because it will process 20 working days and not 5-10 days! That explained why I had my learner's permit for more than a month to get!
