I was born in Luxembourg, but I've been living in Italy since I was 3 years old.

My mother was born in Italy, my father in Myanmar, Asia, but since my father was a legal residents of Luxembourg at the time of my birth (my mother was still not a resident though), from what I understand I cannot choose Italy as the country of eligibility. I think I'm forced to choose Luxembourg. Is it right?

If I ever win the lottery, it would prove to be very unconvenient to go to Luxembourg to do all the paperwork and the interview.

So the question is: should I ever win, does the interview / paperwork takes place in the country I live or the country of birth?

Yes, your country of chargeability is Luxembourg.

The interview is done where you live. Some winners have never lived in their country of birth. You don't have to prove "long time residency" like the poster above said either, just put your address on your form and choose your country and KCC will assign interview locations based on that.
