By UAE do you mean Abu Dhabi airport? If so, I think your brother just got his documents stolen, the sealed envelope needs to be given at the port of entry in the US for processing, which will be the airport he will arrive to. As far as I know, the CD only contains copies of X-rays.

I'm not sure I fully understand what you're saying? Are you saying someone random at the UAE airport took the sealed envelope not a BCO?

If that's the case I'd call the UAE airport authority right now, report the documents stolen then speak with your consulate as soon as you can to get a replacement. I'm not sure if they will blame you entirely for the incident (meaning you may have to pay to get new documents, or re-do the process but don't quote me on that). If it was a airline ticket agent, they may put the blame on the airline and call it a case attempted fraud with you being the victim.

Sorry I'm really not sure what the situation is, I'm just assuming, so no one get mad at me for taking a stab at it.

Nevermind haha ignore me then.

Abu Dhabi has a US point of entry. You go through there as if you were entering the US. I go through Abu Dhabi checkpoint every time I return from Pakistan. Then you just get off the plane in the US and go home like a domestic flight. Much easier and faster!

I didn't know that till I called immigration here in the USA. They told me to calm down and its a U.S. Officer who took the document
