1. Am I able to serve as the translator to this form? Or does this require some sort of license/certification/notary?

2. I tried to search but nothing VN related.

I understand VN is a communist country, not sure what constitutes being a 'member or affiliated' or not ?

How did peers here address this w/ a VN spouse?

1. You can be your own translator. Just type up a piece of paper certifying that you are proficient in English and Vietnamese and attest that the translation is accurate and to the best of your knowledge. Then sign below and have it notarized.

2. It means you are either member of the Communist Party or affiliated with one. Being a VN citizen does not mean you are a member of the Party, unless you sign up to be one

Not sure I would say 'im proficient' in viet especially in this capacity but I think I could mostly translate from this. I dont really know the diphthongs and phonetics but otherwise Im ok. Self taught the past few years. Maybe I'll get my old man or someone to do it.
