Hello,
I would like to ask a question concerning my immigrant petition.
On November 2010, my mother, filled a family based visa on my behalf(F2B):
Unmarried Sons and Daughters (21 years of age or older) of Permanent
Residents: 23% of the overall second preference limitation.)
Till know, I was checking my visa availability status on an official http://travel.state.gov/content/visas/en/law-and-policy/bulletin.html visa bulletin site. However, in this month, they(USCIS) has updated the site's visa bulletin content, and the policy as well; in particular, in addition to an existing
chart(for checking the priority dates), they have also added one more chart;
which is also showing the cut-off dates for the visa availability.
My question is: in which chart should I look for further proceeding?
I would like to also add, that, because of the new chart; in comparison with an old one - the cut-off date to wait for my category(F2B) has been increased for almost 2 years(which is, a good news for me).
Thank you in advance for any suggestions!

So this new chart just means that if your PD is prior to the date listed on 'B' chart then you can begin processing at NVC. However, you'll still need to wait for a visa number to become available before you're issued a visa.

My cousin has a PD of May 2010 and since it's before the July 2010 date, NVC gave him his case number and he's started preparing to submit all the documents.
