N400 - Citizenship interview cancelled 4 month ago

I know this has been discussed here X dozen times, but I would like to know what exactly we must do - this case is little bit different. This is for my father, he's interview had been cancelled due to unforeseen circumstances - many have received this letter, including me. But in my case everything went to normal in two weeks. I first received letter in May for interview in 20-ish of June, it got cancelled and soon I got new date, July 7. went and passed test. However, my father has more complicated story.

First of, whole my family sent our N400s back in Nov 2014. In Jan 6,7,8 we did fingerprints, then in 1.5-3 months my mom and sister went and passed test. After long wait finally in mid-May I finally got my interview date, few days after my father got it also. Now, my story is above but my fathers is - his first date also was 20-ish of June, then without cancellation of first one he got new date, July 7th. On June 4th he received cancellation notice..

After cancellation we called 800 number about dozen times. They never gave any piece of information about what's going on with his case, and finally on August 18 we made another call, the longest. This lady, receptionist, said she's going to write letter to the center (Newark, NJ) where his case is being processed and tell them send him new date for interview. She gave us 16 digit confirmation number and said if we dont hear from USCIS in 30 days call 800 number again. On Sept 18 we called again, same story, this guy did the same, gave us 16 digit number and said call back in 15 days. Thats going to be Oct 3, Saturday. I dont think my father will get another notice in next 4 days. So we'll call them on Oct 5, after FOUR months of cancellation and not hearing anything...

I have no idea what they are going to tell him this time, probably call back in X days again, but I would like to know if there is anything we could do except calling them and wait for nothing?

some people are saying here he/she complained to congressman/woman, senator this and that. If we decide to involve them what exactly should we tell them? I dont think crying will help. Also, if we live on New Jersey who's best person to contact?
