It is when USCIS first received your application and accepted to process your application. Priority Date places you in line with other applications so that any application that comes after the time and date yours was accepted would be also given a priority date after yours. With that said, since your priority date is 07 November 2014, if you should get an RFE your application is placed on hold and USCIS would work on other applications until USCIS receive you RFE. Basically, it places you in line.

Ok got it. Our case is at the embassy now.
