Need Help Identifying Late 80's/Early 90's Song

I have no idea what the lyrics are, nor the title or artist, so what I will try and do here is to describe it the best I can, and, while I don't expect anyone to be able to name it from that, maybe suggestions can be offered. It has personal meaning because it was a song that my dad and I liked the year he passed away.

It was from the late 80's, or even 1990 or 1991 (my dad passed away in 1992, so it cannot be later than that).

To describe the song is to say that it is very similar to Sinead O'Connor's Nothing Compares To U, with a female singer hitting a wide range of high notes and very little or no instrumentation in the background throughout the song (even less than Sinead's song).

It was played regularly on alternative rock stations. Which had me trying out, in addition to Sinead O'Connor's albums, Kate Bush, Siouxsie Sioux, and This Mortal Coil, thinking it might be from one of them. No dice.

It is not Enya.

Anyone have any ideas?

My next idea was The Cranberries, but I think they started too late, esp in the USA

Martha's Harbour - All About Eve or something like "If not Now" by Tracy Chapman might be other possibilities.
