Why would you expect a person to "care" about another or others that he/she has exactly zero knowledge of? It is not human nature to care for others you don't even know, just as you don't; if you DID care about them, you would have done something for them by now.

I disagree with this premise.

Empathy for strangers is a healthy sign. Societies under stress will have less empathy for folks they don't know. You do not need to take action to have concern for others. Inversely you might take action out of other feelings; guilt, peer pressure, some of which are not necessarily healthy.
