Yes, an I-129F petition can be filed by and for someone under 18. However, they must be free to marry at the time of filing, so if the state the petitioner lives in requires parental consent to marry under 18, then they need to include that consent.

In addition, you must also be able to marry in the state you are to be married. So if you live in a state that does not allow marriage under 18, you must get married in a state where the marraige will be recognized. That's important to put on your Letter of Marriage Intent.

There are only two states that do not allow minors to marry, and that is if they are under 17. So, 17 year olds can marry in any state, and most states will require parental consent for it. http://www.usmarriagelaws.com/search/united_states/teen_marriage_laws/

The I-134 is used for a K-1, and the USC petitioner would never fill out an I-864A, no matter what.
