It says your case is under extended review which is causing delay in processing.

USCIS is back logged reviewing returned cases (thanks to thousands of cases returned from the embassies, some for good reason and many

for ridiculous non factual reasons.) That means you are either sitting in queue or they are actually reviewing your case and making back ground checks,

comparing previous filed data etc.

You wait until you hear from them, nothing you can do, check the online case status, maybe they update it if you are lucky.

Make a service request every 60 days or so.

Collect more evidence, visit again so you have plenty of quality evidence to submit for the NOID/NOIR.

No one knows, each case is different. It says within 60 days so just wait 60 days and make another inquiry after that time.

You have waited 15 months since your interview, hopefully you will be approved soon. Did you ever receive and answer a USCIS

It will still come then, in some cases no NOID/NOIR letter is issued but they send the petition directly back to the embassy (via NVC).

NOID= NOTICE OF INTENT TO DENY

NOIR= NOTICE OF INTENT TO REVOKE

No one can tell ypu how long they will keep your passport. Sometimes they will contact you to come pick up.

Usually them keeping your passport is a good thing.
