You can find the service center by looking at your NOA1, receipt notice and looking at the first 3 letters. Approval time depends on what service center your case is at. What are the first 3 letters of your receipt number?

Since your husband is a LPR, you will need to wait until your priority date is current and a visa is available for you. The October 2015 visa bulletin states there are visas available for those whose PD is before 15 OCT 2014, meaning you still have to wait until your PD is current.

However, processing at NVC has started for those whose PD is before 01 MAR 2015.

What is your PD? It will be written on your receipt notice.
