Basically time, in the Sister case possibly lots of time. Depends on how old she is. Anyway nothing happens before she naturalises.

Once she becomes a US citizen she can petition for her mom, once her mom gets her green card the mom can petition for the daughter as long as she is still underage.

Assuming she sponsored her Mother who would look after her Sister? Would take 12 years or so for her Sister to come. That is all putting aside the logicality of bringing someone with special needs to the US?

Doesn't have to be underage. But has to be unmarried.
