Sadly so many abuse the privilege.

Far too many people have changed their minds upon arrival in the US, and thus, the COs have little reason (generally) to believe that the next visa applicant would not do the same....assurances from interested third parties, whether the US spouse, a letter from some congressman or the local dog catcher, attesting to the 'character' of the applicant or combined with assurances from that third party that the visa applicant will abide by the terms of a tourist visa are not worth the time it might take to read such a letter, as nothing that is written is enforceable.

You can merely thank all of the thousands of individuals, who, by their actions (along with their broken promises), have made getting a tourist visa while waiting for the I-130 and/or K1 process to finish a near impossible task.
