The situation in a nutshell. My mother in law came in January 2015 on a green card by my husband petitioning her. Back in Peru, my husband has two sisters. One is 26, the other is 19. My mother in law is currently in Peru obtaining a divorce after 31 years of marriage and my youngest sister in law, A, is 19 and pregnant. She has no where to live, the birth father is nowhere in site. The father on A, is not fit to care for her and the baby.

How besides having Mother in Law file a 2A (will age out...??) or 2B to petition , A, to come here? Can MIL go to consolate in Peru and explain the situation? Can we get a pregnant teenager here in work and travel program? Student visa anything?

Is there any quick options we're just not thinking of? My husband is U.S. Citizen now and in military? Any other info I can give, let me know?

If she is pregnant now, she won't get an immigration visa before the baby is born (just because of how long it takes), and the US doesn;t like to encourage what they call "birth tourism", so a student or tourist visa is unlikely.

Best thing to do would be for the mother to file for the daughter asap, and in the meantime, you can send money over to get her a place to live.
