Timeline

i m 23 years old. I used to go to a community college in California for 3 years. last year, i had a lot of anxiety attack and i broke my wrist. i missed many classes. i got out of status. i wasn't thinking right due to my anxiety. i overstay for 7 months trying to find a solution for my problem. i ended up leaving back to my home country. i had to do a surgery and physical therapy for wrist and get treatment for my anxiety. i m planning to apply for new f1 visa. however, when i was 19 years, i got arrested for drinking under age but the court dropped the charge because it was for my safety. Am i able to get a new f 1 visa ?

I'm assuming the underage drinking happened in the States during the time of study or else you wouldn't be worried about it effecting your chances... No one will be able to say for sure, you are just going to have to apply and hope for the best. But you are going to figure out how to overcome underaged drinking and dropping out of school.
