Police Certificate = NBI Clearance?

Hi everyone, I've been searching online about obtaining a police certificate from the Philippines, but I've been seeing NBI clearance mentioned along with that. I know they are different, but what should be submitted in the IV package? If someone lives/works outside the Philippines, but is a Filipino citizen, what would be the best/quickest way to get this necessary document?

Get the Embassy Letter (EL) and it will list all the things needed for the Embassy in Manila. Yes, she will need a NBI clearance (Now a PSA clearance as they have changed the name but we all refer to it as the NBI) but can't be older than 6 months at time of the interview.

NBI is the "police clearance" for the Philippines. Has she lived abroad (another foreign country) at anytime after 16 years old for more than 6 months? If so she will need a police clearance from all country's that meet this criteria.

Received Dec 18, 2015 USPS notification of successful delivery

Check Cashed Dec 21, 2015 Check was cashed

NOA-1 Issued Dec 21, 2015 NOA-1 for ROC issued

NOA-1 Issued Dec 26, 2015 NOA-1 Received

Biometrics Appt. Jan 29, 2016 Biometrics Appointment Scheduled [Completed]

Thank you so much for the help! Was getting confused about NBI clearance and police clearance. Beneficiary is still living outside the Philippines so the embassy won't be in Manila. I guess the option would be to go to a Philippine Consulate; and as you mentioned, a police clearance from another foreign country.
