your family member has to file for a tourist visa and qualify on his or her own, there is nothing that you can do

he or she will have to show strong ties to their country and convince the IO that they will return

there is no form that you can profitably use...you may read from some folks that an I-34 is a 'must' (or an I-864)...neither of these forms have any value whatsoever for a B2 visa request....neither does an invitation letter carry any positive weight (it usually works against the applicant)...in short, the applicant must convince the CO that he or she fully intends to return to their country....without any 'help' nor influence from any third party.
