The parents are green card holders. what if the parents apply for their daughter. How long that will take?

Currently, 7 years for an LPR to petition for an unmarried daughter over 21. The daughter must stay unmarried until she gets to the US on an immigration visa.

LPR can not have a petition for a married child. If you sister get marry while the petitioning parent is an LPR, then the petition will be void.

sister is not married (is divorced)

Should both parents apply or only one of them? If only one, better to be Mom or Dad?

Stop creating additional threads asking your questions. You don't need to do that. One thread is enough.

IMHO - both parents should apply separately for her.

This is the problem with a family that I know where only one LPR parent, Dad, petitioned for an unmarried son over age 21. After 3 years of waiting, Dad died before the I-130 was approved. Since the I-130 was not approved, humanitarian reinstatement was not possible. Mom had to file a new I-130, and the son had to start the wait all over. 3 years wasted because they didn't want to spend another $355 (the old fee for the I-130) for a second petition.

All 3 can apply.
