Not totally sure as I have not gone through one but it sounds like a declaration in front of a notary. There is a really good k1 visa guide in this site you can consult. Its very complete and detailed. Give it a try!! Good luck!!

it is a requirement for the I-129F application and also a requirement in some consulates/embassies. you should get one even if it isn't a requirement in your consulate/embassy.

Fill it out with your info and attach it to your case.

You do need this in your packet and it does not need to be notarized.

It is required, you will get an RFE if you don't send it.

I recommend getting rid of your lawyer unless your case is super hard, but he's missing a paper you will get an RFE for, he could be missing other things.

Why does your lawyer believe that things specified in the I-129F instructions are not important? Ask if he/she has ever actually read through the form instructions. You should ask yourself if this lawyer is someone you want to continue working with.

If you are referring to the picture for the G 325 them there are specific requirements. Please ask your fiance. It must be a 2 inch by 2 inch photo that meets US passport standards. Please check first. Hope this helps

Our lawyer has cited the I-129F instructions many times. She is fully aware of the directions. As noted, you must submit an intent to marry which may include a statement of intent. However, she was going the route of proving our intent through wedding venue, ring, and videography receipts as well as informal wedding invitations and a written affidavit from my sister, as she is the wedding planner.
