Does citizenship strictly need to be applied 90 days prior to anniversary date, like ROC?

I understand that the earliest time possible I can file for citizenship is 90 days prior to my third anniversary (Sept. 17) as a permanent resident, and this is what I did. I'm just curious, if I didn't file then, does it mean I'd have to wait until 90 days prior to my anniversary date on the next year, or I could've just filed anytime like in October or November or December? The reason I asked is because I have a friend who wants to file for her citizenship now and her anniversary date is March 15. Thank you for your response.

It is the date you become eligible to file, and nothing more.

You can apply on that date and anytime afterwards providing you are still otherwise eligible.

The 90-day window is a one-time thing and it is applicable only when you are approaching your GC anniversary date.

Once you hit/pass your GC anniversary date, whether applying under 3yr or 5 yr, you can apply for citizenship at any time, provided you meet the other eligibility requirements around residency and moral character. There is even an eligibility worksheet on the USCIS website as well as alot of other useful information.

Indeed, I was talking to a fellow Brit a year or so ago at a nearby Indian restaurant, who'd been here in the US for nearly forty years and had never taken citizenship. I think after that length of time it's a bit daft not to, but it's entirely his prerogative.

There's that smell again...
