How to send I-134 support form to the consulate?

Hello guys, I am very close to finishing the entire K1 visa process. My fiance has her interview on Oct 1 in Ho Chi Minh City. This week I will be sending I-134 form with all the necessary documents, but I don't know the best way to do it.

I contacted the consulate and they told me I can either send to them or I can send to my fiance and she can bring the form to the interview. They gave me 2 addresses where I can send the form to and I'm not sure which one I should send it to. Here is the message from them:

In Vietnam:

U.S. Consulate General

4 Le Duan Blvd., Dist. 1

Ho Chi Minh City

From the United States:

U.S. Consulate General, Immigration Visa Section

Department of State

Washington, DC 20521-7160

What does this mean exactly? Which address should I send it to and what is the difference? The interview will be in Ho Chi Minh so I would assume I have to send it there but then they included a US address.

If I choose to send the documents to my fiance, could I just post mail her the I-134 form and email her the supplementary documents? I read that they need the original I-134 form so I would mail that. All other documents (bank statements, tax transcripts, copy of passport...) do not require a signature and I really prefer to email that to her because these are very important documents and I do not want them to get lost in international mail. I would scan them, email, then she can print and bring them along with the original I-134 form. Will this be ok?

I am awaiting to schedule and I sent everything to my Fiance, I'm still using a service to help. My paperwork was pretty heavy and stuff and I just didnt trust the printing and such and the files were large...and I figured if I had to send soemthing sending it all didnt mean much. Worse case I could send electronically. I am not familiar how to send, the service asserting shipping to VN wasn't difficult but my UPS office had issues and needed a zip code. My service used some other courier service and it only took a few days.

You have a definitive schedule so electronically maybe more prudent for you but yes that one form needs to br original/signed...
