Question:

The income requirement of 125% above the federal poverty line... how is the 125% considered:

gross income (before taxes/dept)?

- or -

net income (after taxes/dept)?

Also, important, is this different or the same for the primary sponsor and a co-sponsor?

Many thanks!

Here are the guidelines: http://www.uscis.gov/sites/default/files/files/form/i-864p.pdf

On Form 1040, its the total income (before deductions) and if its Form 1040EZ, then its the adjusted gross income.

It's the same guidelines for the petitioner and joint sponsor. By primary sponsor, do you mean petitioner?

Its your AGI Adjusted Gross Income, on the 1040 its line 22...so lets say for a household of two (you and your fiance) within contintental US then it should be at least $19,900.

Line 22, on Form 1040 is Total Income.

Page 8 of the I-864 instructions say to use total income from the 1040.

It's your current income. i.e. the current salary figure of your current job. Taxes have nothing to do with it.
