japan police clearance

hi guys,i really need help,all ur replies will b apreciated,i was interviewed yesterday,and the consul ask me to send them a japan police clearance,now my question is how can i get a japan police clearance?my passport and my papers are in us embassy,and they dont gve me any request letter for japan embassy,i red alot of forum same as my situation but they have their passport bfore applying for a japan police clearance,they also have a request letter coming from us embassy,woth my case they dont gve me any slip or request paper even my passport,is it possible to file a japan police clearance with my old passport and other papers?according to the blog that i red her situation is different, she apply first for a japan police clearance so she have her passport when she went in japan embassy,thank u guys
