Does the embassy ever sends package 3 ? It's almost a month since they have my case and I didn't get anything in my mail I sent email no response I try to kall not working I am so anxious our petion will expire at end of October what shall I do???

The documents mentioned there and what to prepare is what the package 3 letter will contain. Package 3 tells you what to prepare for the interview.
