Birth Certificate for K-2 Visa

I am trying to prepare documents for the k-2 visa when the time come. My fiancee is having problems getting a white book (birth certificate) for her daughter.

My fiancee had her daughter out of web lock when she was very young. On her hukou, they did not list the child as her daughter. (I don't understand why.) Her daughter was listed as her step-sister. My fiancee say the hukou can not be corrected.

Per my fiancee, the notarial place refuses to provide anything without the child's father name and information. They will not give her anything regarding the denial.

My fiancee gave birth in a rural clinic 13 years ago. The clinic did not have computers then and can not find any paper work regarding the child's birth.

As the very last option, I am thinking of having my fiancee do a DNA test (to prove relation) and then get written affidavits attesting to the child's birthdate.

Anyone has any other suggestion in trying to get something that will be acceptable for a birth certificate?

I meant to say half-sister and not step-sister.
