hi

file for her soon afterwards, you don't want to file for her after she's 21, it will take a very long time if she turns 21

so you should file before she is 21

Hi,

Alright. This is how I would do this.

The USC stepparent should file for her now. It will take about 6-12 months for her to get an immigration visa. She comes to the US to activate her green card. Summer when school is out is a good time to come here. Get her a Re-Entry Permit so she can return the PI for up to 2 years. You get a tax deduction since she will get a SSN and you support her. When she is ready to go to the US, she will have a green card. She will not have to wait for a visa. This also makes it possible for her to get US citizenship quicker.

Best of luck
