N-400 form question

Hi All,

So I have a question regarding a question at the N-400 document. It is question 23 that goes like this:

Have you ever been arrested, cited, or detained by any law enforcement officer for any reasons? Yes: N:

And then if the answer is yes, explain in question 29 with a table chart of why you were arrested, cited or detained? When? Where? Outcome of arrest, citation, detainment?

So, I am curious if speeding ticket qualifies here as Yes in question 23. I did get a speeding ticket back in January, I paid the full fee that they penalized me with, and also did traffic school online (to clear it from my DMV record). What do you guys think? Like if I want to be straightforward, it is a yes, and can supply documents proving that I paid the full fee, but at the same time this is so wishy-washy and insignificant that I am not sure this is what they ask for in this question.

Speeding tickets are usually not an impediment to a naturalization application.

There are differing interpretations of the rules about whether or not to disclose. My view is that it is probably best practice to disclose the speeding ticket since it meets the definition of a citation. However according to USCIS rules, you do not have to show proof of payment if the penalty was a fine of less than $500. I have the same situation so I included with my application, a copy of the court disposition printed from the county's online system and copy of my DMV record. Best to be upfront about these things since "good moral character" is one of the eligibility requirements :goofy:
