crazy thought but i wish it could work, need an answer

hello VJ members
ok i have a crazy question for a crazy thought, i am from Egypt, and unfortunately until now i am waiting for noa2 today is my 183 just in Texas waiting
the bad thing is even after that i will wait for things to be done at the NVC stage, for lets say about 25 days, the unfortunate thing here in Egypt i wait to send me packet 4 to set my interview date for at least from 1 month to 3 months, which is so painful to wait this time after already waited so long, and even after interview i could wait another couple of months to receive my visa,
here is my question, can i travel another country lets say dubai, and receive packet 3 and 4 from there, and when i go will be under tourist visa
i just need to avoid all that waiting time, crazy thought i know that, but i am losing my mind, i need to get through this as soon as possible, it will cost me the travel to dubai and be staying at a hotel all that time to make everything done, but i dont care i just need to find a way to make the time less

No you cannot do this. You need to be a legal resident where you have your interview. Unless you are planning to gain legal residence in the UAE, a visit does NOT qualify.

i just thought about this truly to avoid the long waiting time

and thought i am crazy by my thought, and just now came a cross post it was for a member since 2012 look at what he says, its almost what i thought of

talked to an immigration lawyer here in the states, and told her to do what ever is in her power to speed the process up. We emailed turkey to see if we can have the interview there. Ofcourse there would be a processing time involved, but if they can give me a definite time I will take it. Even if its in December, or January. We have talked to a congressman also to no avail.. the think to know is you are dealing with the most incompetent staff in the world. I don’t need to tell you this im sure you already have a feeling of the disorganization going on there. Or you can simply look at Egypt’s time line. Slowest in the world.. IRAN that doesn’t have an american embassy is quicker than egypt. Lol…. Sorry for the bad news.

i am just exploring anything could be available to speed things

To avoid waiting for packet 3: as soon as I got word from the NVC that they shipped our case to the consulate I downloaded our consulate's Packet 3 instructions, checked everything off that we gathered in advance (DS-160 and all that other stuff), and then sent it via email. In response they sent me Packet 4 like one week later. I don't know if you can do this for Egypt but try looking into it.

my problem not packet 3, even if there is no instruction for packet 3 in the website, i can ask people going through this now, and prepare everything one i have my approval, the big problem is

1- packet for the least time to wait for is 2 month in many cases to 3 months, w month wait is so little cases i have seen

2- after the interview i could wait another 2 months for the visa, because many goes for AP which is i pray as a female not going through it as much as males

i am just trying to think of solutions like having interview another country under tourism visa, which is crazy idea, but you know i am losing my mind to speed things up to be with my future husband :)

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).
