Yes that is normal. After my visa was processed at NVC it did not arrive at the embassy until the 16th of July and registered to make appointment but not appointments were available. I waited three weeks..finally on the 12th of August in the afternoon - I would check periodically - dates became available. So they make date available in a small window of time, like 2 to 4 days and then thats it.

You will probably have to wait until the first couple of weeks of September but will be able to make an appointment for September. Although I would still check because cancelations happen and you could schedule it sooner but do not worry nothing is available now because its normal - I stressed and then puff was able to get a date.
