Question for form DS-260

My wife is filling out DS-260 and one of the questions says:

YOUR SPOUSE IMMIGRATING TO THE U.S WITH YOU? yes/no

I(US Citizen) am living in El Salvador because I submitted my petition with Direct Consular Filing(US Embassy), so I do not know what to select because if I select NO, it asks
IS YOUR SPOUSE IMMIGRATING AT A LATER DATE TO JOIN YOU ? YES/NO

My husband lived with me too, but he wasn't immigrating, because he is a USC. He will not immigrate later, because he is a USC. He will fly home, he won't immigrate.

The form DS-260 is the same for other visas too, for example DV lottery visas were a winner can enter the USA first, and family members can follow them later.
