Birth certificate question

So my Fiancee's interview is coming up in Ecuador. The Ecuador packet 4 says:

"Birth Certificate: If born in Ecuador and your birth was filed in the Civil Registry Office, we will only accept the hand-written certificate; if your birth was filed in the Corporación Registro Civil de Guayaquil we can accept the printed version certificate. See the document sample library in page 11."

My fiancee was born in Russia, which used to have handwritten birth certificate when she was born. We currently have:

• A non-certified photocopy of the hand-written birth certificate.
• An original certified, apostilled "re-emission" of the birth certificate. It has quite a few official looking stamps on it. (it was apostilled for use in Ecuador, unrelated to US visa stuff; I know the US doesn't require apostilled documents).

Unlike the "short" and "long"-form Ecuadorian birth certificates (where the "long" form contains more information), the handwritten and re-emitted Russian certificates contain both the exact same information - they only differ in the issue dates (the handwritten one obviously issued around the time she was born, the latter one issued more recently).

Would there be any cause for concern, and should we even submit the non-certified photocopy of the handwritten form, or just submit the certified re-emitted form?
