Whoa! I'm having the EXACT SAME problem ...

(Case number assigned yesterday, CEAC won't recognize for me to complete DS-261).

I'm trying to find out if I should provide DS-261 verbally to a representative or wait (whenever) CEAC DS-261 is available/CEAC recognizes case

Wait a week and try again. You can't expect things to be up and running instantly

"A million years if I could live,
A thousand lives if I could give,
I would spend it all again with you,
Don't forget where you belong,
Only with me you are strong,
Not even the gods above can break,
Baby what we have"

Thank You I will do that. However new problem lol

Now when I tried one last time it doesn't give me that red error anymore instead it says this:

"Please be advised that the case that you have attempted to access is not eligible for further processing by the National Visa Center at this time. Please contact the National Visa Center if you believe that you have received this message in error."

Any ideas? I was able to pull up the processing fee's page (oviously not invoiced yet)

They have logged you in and assigned a case number... When it gets to the next stage a agent will unlock your DS-261... There's nothing wrong that time won't cure.... It's about a 4 month process to get through the NVC....
