So this is good information to have. I called the NVC today, and talked to a really nice woman. She was amazing! She was like I understand, but make sure that you check the Visa Bulletin. She said that in order to determine if your case can continue on in processing you have to check the other chart. The second chart. That will determine if you can turn in your paperwork.

This is what the second Chart said...

B. DATES FOR FILING FAMILY-SPONSORED

VISA APPLICATIONS

The chart below reflects dates for filing visa applications within a timeframe justifying immediate action in the application process. Applicants for immigrant visas who have a priority date earlier than the cut-off date in the chart below may assemble and submit required documents to the Department of State’s National Visa Center, following receipt of notification from the National Visa Center containing detailed instructions. The cut-off date for an oversubscribed category is the priority date of the first applicant who cannot submit documentation to the National Visa Center for an immigrant visa. If a category is designated “current,” all applicants in the relevant category may file applications, regardless of priority date.

So The cut off date is 01March15, so everyone before that date SHOULD have a welcome letter. If you don't have a welcome letter, and you date is before 01March15, I would advise you to call them.

What is changing with the next Visa Bulletin?

As of October 1st, in an effort to maximize immigrant visa usage in a fiscal year, the Department of State has established a system where there are two different dates to track. “Application Final Action Dates” (AFADs) are essentially the cut off dates that have always appeared in the Visa Bulletin. “Dates for Filing Applications” (DFAs) are the dates applicants proceeding with consular processing of green cards should be notified to begin gathering documents for submission to the National Visa Center.

Please follow the instructions you received from the National Visa Center (NVC) that list the six steps you must take before NVC can schedule your visa interview appointment. This includes submitting to NVC various fees, forms and documents. Once NVC has received all the required items, they will let you know if anything is missing or incomplete. You can also find these instructions online at http://nvc.state.gov(English) and http://nvc.state.gov/espanol (Spanish). You will find contact information for NVC at http://nvc.state.gov/ask.

I hope you are having a great day! Yes, I remember seeing the message then after 3 months, I got our welcome letter. Do you have your case number and invoice number? If so, whenever you call them always ask "Please update me with my case" either they will say no visa available or your case has been reviewed last (date here) and wait for 42 days for your welcome letter.

Thanks Myao. NVC told me no visa available. My PD date is June 2009 in F4 family preference. Just wondering if this is generic message for all immigrant visas pending as according my PD , I still have few years to go.

What was in the welcome letter you got. were you asked to choose your agent, pay fees etc.?

myao, i dont have invoice number but i do have my case number. i never received anything in mail. does NVC email the welcome letter too, or only send it via postal mail.

I called and I said "please update me about my case." They responded that there is no visa available. I am going to call again on the 31st of December or in January. Hopefully, I will hear something from them then.

Try explaining to that you are waiting for the AOS fee bill, most of the time if you state "welcome letter" they do interpret as interview letter which they responded as no visa available at the moment.. please try calling again.

When did you got your NOA2? I sent them an email before that's how I got my case number and invoice number. The welcome letter will arrive via email and postal to your beneficiary. I always tried accessing the CEAC website too

I got the approval in October 2010. I already sent them email asking them about the case update on my case.

Hello Roop,

Not really "current" but your welcome letter would be arriving soon. At least, that's how I interpret it. Once you got your welcome letter, they say NVC believes/calculates that your priority date will be current in a year.

I have a question please, usually when I call NVC and ask about update of my case, or when I am going to receive the WL, or when I am going to start processing, or when I am going to start filling. there is only one answer for all this statements: we are processing cases with PD of June/15/2014; and your PD is march/2015 so there is no visa available for you case?? well, I don't need a visa now I just need to start filling my application; also how they knew that there is a visa available or not, is it based on what?? if it is PD some people received WL with even PD newest in the list than older ones ( good luck for everyone . for me seems like customer service doesn't know what's going on inside NVC.
