I called NVC today and the representative said that they are currently processing May 2015 and no visa number is available for June and she does not have any interview date for June 2015.

Last month people received IL till the 3rd of March. Wait and you should be fine unless the embassy in your country doesn't have avil. interview dates.

you pay the green card fee.... here in Jamaica they tell us we can pay the green card fee after we migrate (which is what my mother did with my two brothers)
