We have received our NOA2, but is still at NVC. My fiancee will be in Bangkok soon, can she get the police certificate without a letter from the embassy? Can she show NOA2, my passport, a letter from me, and the downloaded packet 3 and be ok?

We can do it.

downloaded packet 3 means nothing, we have recently heard that the Royal Thai Police are now requesting the "free to marry" letter from her local Amphur to get the police clearance, my wife did not go for the clearance until i sent her the letter from the NVC, also, best to do the medical and police clearance at the same time if your fiancee does not live in Bangkok, plan for her to be there 3 days.

My Fiancée recently received her Thai police certificate.

Yes, you can (an in my opinion should!) get your Thai Police Certificate as soon as possible. Ours took exactly 3 weeks, so if you get it now you will be ready to respond to Packet 3 as soon as you receive the letter from the embassy. You should also start working on getting all the packet 3 documents together.

All your fiancée needs is a copy your NOA2 and the documents listed here:

THAI NATIONAL APPLICANT

  1.  Passport with one photocopy
  2.  Thai ID card with one photocopy
  3.  House registration with one photocopy
  4.  In case of name or surname change, name or surname change certificate is required with one photocopy
  5.  Military service document (Sor Dor 8 or Sor Dor 43 or the certificate of completion of 3-year or 5-year reserve officer training course, either of which needed for Thai male who is over the age of 20 and Sor Dor 9 for applicant between the age of 17-19) with one photocopy
  6.  Marriage certificate or divorce certificate (if available) with one photocopy
  7.  Requesting letter from the embassy of the country to which the applicant plans to travel. A notice from the US Embassy regarding your case (i.e. a packet 3 cover letter) can be used for this purpose. NOA2 is OK
  8.  In case of a minor child applicant, the legal guardian has to be present to sign consent.

This is the line concerning me:

Requesting letter from the embassy of the country to which the applicant plans to travel. A notice from the US Embassy regarding your case (i.e. a packet 3 cover letter) can be used for this purpose.

Did you obtain police certificate without an embassy letter?

We can do it.

Yes, my fiancée only provided the NOA2, she had not received her Packet 3 letter from the embassy when she went for her police certificate.

We attempted with only the NOA2 and they wanted a letter from the embassy (packet 3). We eventually had to bribe an officer to process it. But that was over a year ago. Good luck.
