Yes, we sent a copy of the old card and the I-751 receipt. My husband filed for naturalization and already did biometrics for it, while still waiting the ROC approval from VSC.

I got my approval letter today! Date of decision was 06-30-2016. It has the address of USCIS Atlanta at the bottom of the letter. The case status hasn't changed yet on the USCIS website though.

Thank you. Filed last year August 8, 2015 and received NOA on August 11, 2015. The approval date on the letter was June 28, 2016 and it was from the local USCIS office.

Yes you can apply when eligible! That would force them (USCIS) to adjudicate any pending case(s) before processing the N-400 Application for Naturalization!
