Why would ppl up the street need signatures to put up a wood fence? They also have a sign in their yard saying they are asking for a zoning variance?

They put up a chain link fence a few years ago. Now they want a wooden one.

BTW these are the nuts cases that dragged my daughter into their war with their neighbour.
