I totally agree with this, even if you went to school in this country school is less relevant every year. Although even better than knowing the right people is starting her own business. If you don't need the added income, starting a business will have a lot more upside to it. Any of my friends that are having a rough time, I always recommend starting a cleaning business. It's almost no cost start up, and growth can happen rapidly. Good luck OP!

I would just apply to any job postings about the career path she wants to follow. I have a bachelor degree in architecture from another country and I apply for multiple jobs in architecture firms until I got hired, I am not sure with Engineering, but in architecture before you get your license you have to work for certain amount of hours under the supervision of a licensed architect in the USA. After I got the job I started the process of convalidating my degree through the architectural board. Check with the engineering board for your jurisdiction.
