It looks like you need to submit a brand new I-864 since you didn't completely fill it out the first time.

It doesn't seem like they want any supporting documents so you should just send the I-864 form.

I think I also need to submit the supporting documents too. The irs tax returns papers too.

If you already provided your IRS tax returns, then you won't need to again since its already in the file. But if you'd like to submit a complete package again, then you can do that as well.
