How would a new building help if all the records burned?

The LCR employees, not the building per se coz you can only have the birth registered or late registered at the LCR of the place where the birth occurred.

Although in some extreme cases, the NSO can let you register outside the place of birth.

Maybe I'm a bit behind the curve here, but I was just trying to point out that the old records won't be in the new building because they burned, and that the father will have to go through the late registration process.

I hope the father can gather the documents to late register...baptismal certificate...attestations...etc.

I think the local civil registrar's office burned down.

Then how to recovered the documents that was totally burned and had no record at all? had no record at NSO, I know we all aware that all birth, marriage, death certificate, etc. filed in Local Civil Registrar once all documents not yet forwarded or endorsed to National Statistic Office all documents no officially registered. I just suggest to get process late registration because this is the easy way to obtain birth certificate, my brother had same case when he was applied for passport had no birth record found at NSO, also had no record at LCR, i was who done process in the same way then he got his passport, I also had my visa now my BC also was late registered. Thank you very much. :) I would suggest when his father proceed to LCR bring the no birth record found noticed from NSO I pretty sure that the LCR personnel will perform their Job to resolve this.

From reading what others have said going to the LCR and begin the paperwork for a late registration seems to be what is needed. I'm not saying but I am saying.

Thanks for all your inputs everyone, know that all your suggestions are highly appreciated.

The entire munisipyo in the province where my father was born was burned down, like 40 years ago. They have built a new munisipyo already. He requested a copy of his BC 10 years ago from that new munisipyo but was not able to get one, so he went straight to the NSO instead and got a No record found.

My father lives in Manila now for most of his life. I got him to go to the nearest local civil registrar and asked for all the required documents for late registration. He will be going back to the province to do the late registration.

My parents and sister are all working together to get this paper done so I am happy.
