The SSn though obtained fraudulently may not be fake, ditto the birth certificate. A recent report into drivers licences in New Jersey showed a number of people who were over 144 years old. If someone managed to obtained a deceased person's ssn and matching birth certificate or approx the right age - I imagine that a cursory examination by the fraud office of the paid tax records by the person you are talking about for 10 years and other records would suggest to them that this person was real, and that this ICE report was malicious - I mean when all the records point to them being genuine, unless there is actual documented evidence on paper to the contrary, how are they able to proceed?

Then when you report this without good evidence, I don't know what the USA police are like but in the UK we have an offence of "wasting police time" - I would strongly suggest you find good solid evidence that supports your case before proceeding down this route.

I find it ridiculous how easy it seems to be to enter the US, obtain a SSN and then work and remain illegally in the US. There doesn't seem to be any cross referencing between agencies. Like CBP getting an "alarm" when someone has overstayed and then cross referencing against e.g. SSN or with DMV to find that person. If they don't have the resources or the interest to follow up on people overstaying or illegally taking up residence in the US, then why not just make the visa process easier and allow people to apply for work visas?! Since they don't do anything about illegals, why not make it easier for people to come to the US legally then?!

OP, as much as it pains me to say it, I wouldn't waste time reporting these people to ICE. You say the person is a GC holder, which means they've either gone through the process and been approved or they've stolen someone's identity. Either way, how are you gonna prove any of this, unless you get the person admitting it on tape?

If ICE won't react, try the FDNS officer at your nearest USCIS office, via InfoPass.

06-04-2007 = TSC stamps postal return-receipt for I-129f.

06-11-2007 = NOA1 date (unknown to me).

07-20-2007 = Phoned Immigration Officer; got WAC#; where's NOA1?

09-25-2007 = Touch (first-ever).

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.

Ask them up front: "Do you plan to act on this? If you don't know right now, when can I check back with a supervisor? How long should I wait before I check back?"

If the answer is vague or pessimistic, thank them and go to the FDNS agent at your USCIS office.

As I read this story I didn't not think it implausible.

In NYC, my friend's boyfriend came to the US on a tourist visa, overstayed by about 5 years while obtaining a college degree (in NY undocumented students can attend public schools and pay the NY resident "rate" - I paid the international student rate which was double tuition), then bought a SSN which he used to work as a manager in popular upscale restaurant chain.

If I told you this was the first such story I knew of, I would be lying. In fact, I was offered a green card in exchange for $10,000. As in I pay $10,000 and they would "marry me". Happens all the time.
