It's a lost fight anyways. Net metering is coming and won't be stopped. That doesn't keep lobbies from doing what they do, of course.

I don't think they will turn it back but.. looking at my state: this year utility tried to get a 21 dollar monthly surcharge added to a net metering households, then tried to set a cap.. and then finally wanted to half the return on excess energy created.. I don't think it is just about profit right now, they want to keep dollar amounts the same to set expectations for profit percentages they can have in the future.

And that is where policy comes in. Utilities are regulated entities. They do as they wish here in FL but that does not mean that they should. If we had politicians making policy for the people rather than for profit, we'd actually get somewhere. But in light of Citizens United, the odds of that happening are not all that great.
