I recently received a conditional green card as I married an American. I have been reading that when I become a permanent resident I need to sever all ties with Canada such as driver's license etc. Should I do this considering my visa is conditional and there is a possibility I would have to go back to Canada?

Once you have your cr1 these are all things that pretty much become void anyways, especially your healthcare. As for your licence, that's entirely dependant on the rules of your state.

Transborderwife has it right - most things become void since you are no longer a resident of Canada, you are not entitled to healthcare the day you move to the US. You don't HAVE to notify Social Security in Canada or the provincial health folks and you will file an exist return with Canada Revenue Agency which will establish your non eligibility for any tax credits like GST/HST or Baby bonus etc.... those you are not entitled to anymore immediately upon movingso you may need to advise CRA if you continue receiving those via direct deposit after you move to the US
